| Congratulation letter from Mr.Roy Resavage,HAI president Oct. 10. 2003 ![]() It must be a historic event that the Shanghai International Helicopter Development Conference are taking place in Shanghai and as so many members of HAI took part in the delegation and having visits to the available helicopter infrastructure such as Gaodong Heliport and meetings with Chinese responsible people in the helicopter's related public and private organization. Particularly the meetings are held under a theme of Helicopter Industry and Modernization of cities which are quite unique theme we have maintained for years, and such is so appropriate for the place of the meeting, namely Shanghai now having so many high rise buildings. We are quite confident that this Conference held in Shanghai is the first major step in establishing the modern, commercial helicopter operations in China. This is a unique moment in time when we, all present all this conference, have an opportunity to become the pioneers that forge the way for generations to come. We must work in harmony to achieve progress that is enduring and beneficial to people of China. The new "Open Skies Policy" will not solve the problems that are associated with a robust helicopter infrastructure without that cooperation of many people with competing interests. The Chinese Government has taken the very important step to develop services and products that this will be accomplished in a responsible and harmonious manner. The interests of those gathered at this Delegation should be mutually beneficial. The Chinese people deserve a first class helicopter system that is safe and efficient. They need to be educated about the many different services that can be provided by helicopter operations, and how the quality of their lives can be improved. The operators, manufacturers and peripheral supporters of the helicopter industry need a clear set of guidelines that allow them to pursue their trade in an open and profitable fashion. If the terms of participation are too harsh it will have a chilling effect on the entrepreneurial atmosphere. I would be the Chinese World Helicopter Association (CWHA) now under way of formation that would play a vitally important role to insure such development and we, the HAI would be fully prepared to work together in assisting in any way possible such new organization of China World Helicopter Association (CWHA) as our affiliated organization like European Helicopter Association and so on. Again I would say that this Shanghai Helicopter Conference is one of those rare opportunity to start an internal and external exchange to promote further the helicopter industry activities in close and full fledged assistance and cooperation extended by HAI whose knowledge that has accumulated over the last 50 years of helicopter services, preserving only the gold standard of performance. We must say that the public must also be part of this undertaking. Or, the progress will be slowed by such like environmental issues. Let us, all present at this Conference, take advantage of this important opportunity to take the right leads. Take the time to learn what the potential needs exists, and what your business partners require each other to make our project work in a mutually beneficial way. The effort and time required to develop a mature helicopter infrastructure are so immense and significant, but the rewards are far too great to ignore. Again and to close my speech at this historical meeting of the HAI's helicopter industry in Shanghai, I wish you the very best and positive results of this conference and the earlier establishment of the China World Helicopter Association (CWHA) and the eventual realization of Shanghai Helicopter Center Scheme as well. |
